Leadership and Top management commitment: the commitment from the top level of management for quality and quality assurance is the first most important component of the system.

HCMUT IQAS has been formulated and developed in order to continuously measure, evaluate, control, maintain and improve the quality of all key activities such as teaching, studying, researching and delivering services within our university. The formulation and implementation of IQAS follows the university mission, vision, strategic objectives, and reflects the requirements of stakeholders.

Our IQAS consists of 8 major components:

  1. Core Values
  • Leadership and Top management commitment: the commitment from the top level of management for quality and quality assurance is the first most important component of the system.
  • Customer focus: the university understand and emphasize the role of its internal and external customer groups such as current students, alumni, professors, staff, and employers in its mission, strategy, systems, processes, and services. 
  • Stakeholders’ involvement: quality should be designed, reflected, and managed from different perspectives. Our IQAS is an open system, willing to listen, and encouraging the involvement and participations of stakeholders. In addition, regulations, guidelines from Ministry of Education and Training (MOET), Vietnam National University – HCMC (VNU- HCMC), and accreditation organizations are also act as the input for our IQAS. 
  • Continuous Improvement
  • Adopting decisions on the basis of facts encouraging or requiring judgments to be evidence based and logical
  • Benchmark and Benchmarking:  continuously compare and learn from the best practices within the university, within VNU-HCMC system, and with local and international universities around the world.
  • Honesty, Objectivity, Transparency, and Publicity of Information: data and information should be collected objectively, scientifically, and transparent. Important data and information will be analyzed, and distributed to stakeholders.
  1. Organizational structure and staffing: the organizational structure for quality assurance has been well organized and consistently formulated from VNU – HCMC level, university level, and to department level (Exhibit 1). This structure reflects the attention and commitment of the top management. At HCMUT, the Board of Rectors has assigned one vice rector in charge of quality assurance and also act as the University Quality Representative. QA office consisting of 5 full time staffs has been established since 2005. At faculty/ school level, QA teams, consisting of academic staffs, are led by Vice Deans of the faculties. In addition to the administrative structure, the QA activities have also been deeply structured to link with other academic functions. Exhibit 2 shows the triangle quality framework, linked the University Board of Science and Education, with Academic Affairs, and QA office. The major advantages of this framework is that it allows strong linkages, cross checks, and different perspectives among major activates/ functions. The framework also show the roles and impacts of stakeholders to QA decisions.
  1. Quality culture: quality culture acts as the software combining other components of the IQAS together and makes the whole system run smoothly. At HCMUT, quality culture has been deeply rooted in our 60 year academic excellence tradition. There are variety of activities used to promote core values, increase quality awareness, and knowledge for the whole university, such as:
    1. Periodically and continuously listening to stakeholders and making changes accordingly. At HCMUT, in-depth interviews and surveys have been employed to collect feedbacks from current students, senior students, alumni, employers, and staffs.
    2. Frequent quality meetings and discussions among Board of Rectors, OQA, faculties, and staff.
    3. Frequent visits and seminars to share and learn from the best practices from local and international universities.
    4. Quality and quality assurance trainings and seminars offered for managers and staff. Table 1 summarizes trainings courses and seminars on quality assurance for the last two years.

  • QA regulations, procedures, and processes: in order to operate this system efficiently, the formulation and standardization all the major regulations and processes within the university is vital. During the last two years and in the coming years, QA processes, procedures, documents have been and will be regulated in full. These documents included: 1) QA handbooks and guidelines (issued), 2) Regulation on reporting data and information (issued), 3) Regulations on collecting, analyzing, feedbacking, and publishing stakeholders ideas and feedbacks, 4) Guidelines for Quality Assessment at University level in accordance to MOET criteria, 5) Guidelines for Quality Assessment at program level in accordance to ANU and ABET criteria, 6) Regulation on information disseminating to the public, and 7) Regulation on data, information, evidences collected and storage. In addition, HCMUT has applied ISO 9001: 2008 for 10 departments, centers, and faculties in 2013-2014. In the coming years, ISO 9001:2008 will be applied for the whole university.  
  • QA Information sub system in addition to university MIS project, the IQAS also aims to centralize and standardize all the QA related data into one framework, which allows data and information can be easily, honestly, objectively, and transparently collected, analyzed, and distributed to all related parties within and outside the university. QA information sub-system includes 2 components: primary data (stakeholders feedback) and secondary data (from university sources such as academic records, staff records, infrastructure, research, projects, and finance)
  • QA Annual Conference and QA Annual Report in order to promote quality culture, since 2013, HCMUT QA Annual Conference has been organized aiming to: 1) reviewing the QA performance, 2) Evaluating QA strengths and weaknesses, 3) Formulating QA objectives and plan for next year, 4) Delivering QA Awards to outstanding individuals and organizations, 5) Publishing QA Report. Participants are members of Board of Rectors, VNU HCMC representatives, faculties, departments, staff, students, employers, partner universities, and press. 

In this occasion, the QA Report is also made available to the public, the report covers the following issues:

  1. Quality level of the university as a whole
  2. Quality level of faculties and departments
  3. QA performance in comparison to QA objectives
  4. QA Outperformers
  5. QA under average performers
  6. Recommendations
  7. QA objectives for the coming year
  • QA Awards: the QA awards will be announced first time in Dec 2014 and will become the annual awards in the following years. The major objectives of the awards are to promote quality culture and to recognize the best QA performers (individuals and organizations).
  • Publicity of QA Information: all important QA information and statistics will be made available to stakeholders and the public through university websites, reports, conferences, and other means of communication.

QA Objectives for 2014-2017

  1. University re-accredited by MOET criteria in 2015
  2. Fully regulated QA activities
  3. Standardized all university processes and procedures (ISO 9001:2008)
  4. Centralized all QA data and information
  5. Adopted information to improve the quality within the university
  6. Upgraded QA website to become the major source of QA information for stakeholders
  7. Each faculty has at least one program certified by AUN QA with score higher than 4.5/ 7
  8. Employed AUN QA and ABET for all programs
